Jenkins refuses to restart -

following this answer, have tried restarting jenkins instance using:

(jenkins_url)/saferestart 

and

(jenkins_url)/restart 

both failed following message:

jenkins cannot restart configured.

searching jenkins cannot restart configured shows message appears when app.lifecycle.canrestart on, not sure how set it.

any idea how make jenkins restartable?

go manage jenkins links. find option "install windows service". click on install. (jenkins_url)/restart option work. faced same issue
